# 10.4 Implementing Guidelines

***Establish a Legal Mandate for Coordination***

 - The law should clearly define the National Statistical System (NSS) with defined roles and responsibilities for all statistical agencies.
 - The authority to coordinate the national statistical system, usually approved by the NSO, should be defined in law.

***Establish and Implement Clear Coordination Mechanisms***

 - Create inter-agency committees or working groups to facilitate coordination, regular communication, collaboration, and decision-making.
 - Ensure regular consultations and collaboration:
    - Engage all relevant stakeholders, including other government agencies, academia, and the private sector, in the planning and development of annual or multi-year statistical programmes.
    - Regularly consult with statistics and data users to ensure data meets their needs and expectations.
 - Establish monitoring and evaluation mechanisms to assess the effectiveness of coordination and cooperation efforts.
 - Use regular feedback to improve coordination practices and address any challenges or gaps.

***Promote Standardization***
 - Adopt standard methodologies, definitions, and classifications across the NSS to ensure consistency and comparability of data.
 - Align national standards with international statistical standards and frameworks.
 - Invest in Capacity Building:
    - Exchange technical knowledge, including training courses and workshops for agencies within the NSS, to support the use of common conceptual frameworks, processes, and appropriate statistical methods.
    - Strengthen institutional capacity by investing in modern statistical tools, technologies, and infrastructure.
    - Engage in international statistical forums, networks, and initiatives to exchange best practices and innovations.
    - Participate in global and regional statistical capacity-building programs to strengthen national statistical capabilities.

***Enhance Data Sharing and Integration***

 - Implement data-sharing agreements and protocols such as SDMX (Statistical Data and Metadata eXchange) to facilitate the exchange of data between agencies.
 - Use integrated databases and systems to consolidate data, reduce duplication, and improve accessibility.

***Develop Coordinated Work Programmes through a National Strategy for the Development of Statistics (NSDS)***

 - Formulate an NSDS that outlines the vision, goals, and priorities for developing the national statistical system.
 - Ensure the NSDS is inclusive, involving all relevant actors, and aligned with national development plans and international commitments.
 - Regularly report on the activities and achievements of the national statistical system to stakeholders.
