Adoption of Internationally Recognized Standards, including a Legal Framework

  • Legal framework:

    • Incorporate the commitment to international standards—concepts, definitions, classifications, and methodologies developed by the United Nations, IMF, OECD, and other global bodies—into national statistical policies, laws, and strategic plans.

    • Ensure that legal frameworks support and mandate the integration of these standards into statistical processes.

  • Continuous Monitoring and Innovation:

    • Establish systems for regularly reviewing and updating national practices to align with evolving international standards, ensuring consistency and relevance.

    • Invest in research and development to adopt innovative statistical practices that enhance alignment and efficiency.

    • Implement a maturity model approach to evaluate and improve adherence to international standards over time.

  • Develop Institutional Mechanisms:

    • Establish mechanisms to coordinate the implementation of international standards among all producers of official statistics.

    • Develop a quality management framework incorporating adherence to international standards as a central component.

User Engagement

  • Engage with key stakeholders, including policymakers, researchers, and international organizations, to understand their needs and ensure that statistical outputs align with global standards.

  • Use feedback mechanisms to identify and address gaps in adherence.

  • Reporting and Transparency:

    • Document and publish methodologies, definitions, and classifications used in statistical production.

    • Provide transparent explanations of how national practices align with international standards, promoting accountability and trust.

Alignment with Global Frameworks

  • To maintain relevance in international reporting, ensure that statistical activities are aligned with global frameworks, such as the Sustainable Development Goals (SDGs).

  • Create metadata that clearly outlines how national statistics correspond with international standards.

Enhancing Data Interoperability

  • Implement practices that facilitate the integration of national data with international datasets.

  • Use standardized formats and platforms to enable seamless data exchange with other countries and international organizations.

Training and Capacity Building

  • Train statistical personnel to stay updated on the implementation and importance of international standards.

  • Encourage participation in international forums, workshops, and working groups to stay informed of best practices.

Collaboration with the International Statistical Community

  • Actively participate in the development and revision of international standards.

  • Engage in bilateral and multilateral cooperation to share best practices and challenges in implementing international standards.
